Infection - Policies coevolution

In the default plot, the color represents the rate of changes of policies in response to COVID-19. As it gets more blue, more policies are implemented, and the other way around for red. We overlay this color on the number of weekly infection, per million. Increasing the window size k will take a difference over longer period of time.
